Reason: To ensure a satisfactory means of access for occupants of the development
17) On connection of the emergency access / pedestrian / cycle route to Higham Road and / or the development's internal access road, bollards shall be implemented as shown on the approved plans. The bollards shall be capable of being removed or collapsed by members of the emergency services, to allow access for emergency vehicles.

Reason: To secure a satisfactory bus stop layout and facilities that encourage public transport whilst minimising hazards and inconvenience to other road users.
20) Notwithstanding the details shown, prior to installation of the 3-metre-wide shared footway/cycleway, further details of the landscape and drainage strategies shall be submitted to, and approved in writing by, the local planning authority in relation to maximising, on the site's frontage, the length of the 3-metre-wide shared footway / cycleway with separation margin from the carriageway of Higham Road. The development shall be carried out in accordance with the approved details and the shared footway / cycleway connection leading west from the site access roundabout shall be made available for use prior first occupation of any dwelling at the site.

Reason: In the interest of pedestrian and cyclist safety and encouraging travel by sustainable modes
21) Visibility splays shall be provided at the junction of the proposed emergency access / cycle link with the public highway (Higham Road) before the emergency access / cycle link are made available for use. The minimum dimensions to provide the required splay lines shall be 2.4m measured along the centre line of the proposed emergency access / cycle link from its junction with the channel of the public highway and 215m measured from the centre line of the proposed emergency access / cycle link along the line of the channel of the public highway. The required vision splays shall for the perpetuity of the development remain free of any obstruction to visibility.

Reason: To provide adequate visibility between the existing highway and the proposed emergency access / cycle link, and to make the emergency access / cycle link safe and convenient for the traffic which is likely to use it.
22) Prior to the commencement of development above slab level, detailed plans and specifications for the substation, including layout, elevations, materials, and boundary treatments, shall be submitted to and approved in writing by the Local Planning Authority.
