Conditions or Reasons for Planning Application - CB/25/01918/FULL
Conditions or Reasons:
1) The proposed development fails to satisfactorily demonstrate the agricultural support for the development. The proposal therefore represents inappropriate development within the South Bedfordshire Green Belt, which is, by definition, harmful to the Green Belt. Very special circumstances have been put forward; however, the identified harm would not be outweighed. The proposal is therefore considered to be contrary to Policy SP4 of the Central Bedfordshire Local Plan (July 2021) and Section 13 of the National Planning Policy Framework (December 2024).
2) It has not been demonstrated that the proposed development would deliver a mandatory 10% net gain in biodiversity, therefore, the proposed development is contrary to Policy EE2 of the Central Bedfordshire Local Plan (2021), Section 15 of the National Planning Policy Framework (2024) and Schedule 7A of the Town and Country Planning Act 1990 (as inserted by Schedule 14 of the Environment Act 2021).
3) Insufficient information has been submitted to demonstrate that there would not be undue harm upon protected species, specifically on Great Crested Newts (GCN) as a result of this development, or evidence to suggest that the applicant has sought access to the district license scheme to mitigate the impact of the development, contrary to Policy EE3 of the Central Bedfordshire Local Plan and Para 192, and 193 of the NPPF.
