The proposed subdivision of the host dwelling to form two self-contained units would not reflect well with the existing grain and density of development along Leafields. As such, the proposed subdivision would be in conflict with Policy HQ1 of the Central Bedfordshire Local Plan and Section 12 of the NPPF. |

The development by reason of its constrained layout, siting and design fails to provide satisfactory internal floor space for bedroom 2 of apartment 1. The proposed development therefore provides substandard accommodation and creates a poor living environment for future occupiers of the development. The development therefore conflicts with Policies HQ1 and H2 of the Central Bedfordshire Local Plan (2021), the National Planning Policy Framework (2024), the Nationally Described Space Standards (2015) and Section 12 of the National Planning Policy Framework (2024). |

The proposed development fails to make adequate provision for off street parking, and if permitted would lead to an increase in on street parking, thereby resulting in unacceptable traffic congestion and additional hazards to users of the highway. Therefore, the proposal is considered to be in contrary with Policies T2 and T3 of the Central Bedfordshire Local Plan (2021), Parking Standards for New Developments (August 2023) and Section 9 and 12 of the NPPF. |

The proposed development would, by reason of its proximity lying within a 12.6km distance of the Ashridge Commons and Woods Site of Special Scientific Interest (SSSI) within the Chilterns Beechwoods Special Area of Conservation (SAC), add to the recreational disturbance in this area, and be likely to harm the integrity of the conservation purposes of the SAC. In the absence of an appropriate strategy to mitigate this harm, the proposal would be contrary to the Habitat Regulations, Policy EE3 (Nature Conservation) of the Central Bedfordshire Local Plan 2015 - 2035, July 2021 and Section 15 (Conserving and enhancing the natural environment) of the NPPF (2024). |

The proposal for 2 flats would not provide at least 35% Cat 2 M4(2) adaptable homes. Therefore, the proposal would be in contrary with Policy H2 of the Central Bedfordshire Local Plan and Section 12 of the NPPF. |
