Conditions or Reasons for Planning Application - CB/25/02166/FULL
Conditions or Reasons:
1) The proposal, by reason of its siting and type of use of the site, results in increased comings and goings to and from the site and commercial activities, with an associated undesirable and unacceptable intensification of development and unacceptable level of general noise and disturbance and loss of privacy, to adjacent residential occupiers, contrary to Policies HQ1 and EMP3 of the Central Bedfordshire Local Plan (2021) and the NPPF.
2) The proposal, by reason of its siting and access, cannot demonstrate safe and suitable access arrangements. The access arrangements are unsuitable for the scale and type of use resulting in potential conflict between users of the access lane, both within the lane and at the junction of Bedford Road. These conflicts between users also result in unsafe waiting or reversing manoeuvres, both within the lane and at the junction with Bedford Road, to the further detriment of highway safety. The proposal is therefore contrary to Policies T2 and EMP3 of the Central Bedfordshire Local Plan (2021) and Section 9 of the NPPF.
3) The proposal, by reason of its siting and type of use, results in a harmful visual incursion into the open countryside, loss of trees and vegetation, and a harmful impact on the character and appearance of the area, contrary to Policies HQ1, EMP3, EE4, EE5 and EE9 of the Central Bedfordshire Local Plan (2021) and the NPPF.
