Conditions or Reasons:
1) The supporting Noise Impact Assessment demonstrates that the noise generated from the retrospective change of use from Class E to F1 (place of worship) would exceed background levels and the Noise Impact Assessment fails to demonstrate how the noise impacts can be mitigated. As such, the use as a place of worship would give rise to unacceptable harm to neighbouring residential and commercial uses. The proposed development is therefore contrary to Policy HQ1 and CC8 of the Central Bedfordshire Local Plan (2021), Sections 12 and 15 of the National Planning Policy Framework (NPPF) (2024) and the Central Bedfordshire Design Guide (2023).
