Conditions or Reasons:
1) Insufficient information is provided within the application to demonstrate the number of staff that would be expected to 'stay' in the accommodation overnight and that suitable living/sleeping accommodation can be accommodated for staff within the confines of the existing dwelling, potentially resulting in a poor standard of accommodation contrary to Policy HQ1 of Central Bedfordshire Local Plan (2021) and Section 12 of the National Planning Policy Framework (2024).
2) The application fails to demonstrate adequate parking provision to accommodate the additional parking demands that would arise from the proposal, and contains insufficient information as to how the additional parking demands of the use would be managed, thereby leading to potential increase in on street parking, which would exacerbate existing parking issues within the area, resulting in potential unacceptable additional hazards and inconvenience to users of the highway, contrary to Policies T2 and T3 of the Central Bedfordshire Local Plan (2021), the Parking Standards for New Developments SPD, and Section 9 of the National Planning Policy Framework (2024).
3) Due to the location of the site with the lack of parking provision, and lack of amenities/ play areas within the local area for children, the application site is considered unsuitable for the proposed use and would not relate well to the existing local surroundings contrary to Policy HQ1 of the Central Bedfordshire Local Plan (2021) and Section 12 of the National Planning Policy Framework (2024).
