Conditions or Reasons for Planning Application - CB/25/02464/FULL
Conditions or Reasons:
1) The proposed development, by reasons of its excessive scale and quantum relative to the size of the site, and the disproportionate coverage by built form and hardstanding, would represent the overdevelopment of the site in a manner which would be at odds with the pattern and grain of development within the area. The suboptimal layout and positioning of amenity space and substandard vehicular turning area is further indicative of overdevelopment. The proposed development would therefore not represent a high quality layout or design which reinforces local distinctiveness and would be in conflict with policies HQ1 and HQ8 of the Central Bedfordshire Local Plan (2021) and section 12 of the NPPF (2024).
2) The proposed development would constitute backland development which would result in an unacceptable degree of overlooking harmful to the residential amenities of neighbouring properties. The proposed development would therefore be in conflict with policies HQ1 and HQ8 of the Central Bedfordshire Local Plan (2021) and section 12 of the NPPF (2024).
3) The Council considers that the proposed development would by reason of its proximity lying within a 12.6k metre linear distance of the Ashridge Commons and Woods Site of Special Scientific Interest within the Chilterns Beechwoods Special Area of Conservation would add to the recreational disturbance in this area likely to harm the integrity of the conservation purposes of the Chiltern Beechwoods Special Area of Conservation. In the absence of appropriate mitigation to the satisfaction of the Local Planning Authority, the proposal would be contrary to the Habitat Regulations and paragraphs 193 and 194 of the National Planning Policy Framework (2024), as well as policy EE3 of the Central Bedfordshire Local Plan (2021).
