Conditions or Reasons for Planning Application - CB/25/02493/LB
Conditions or Reasons:
1) The proposed orangery extension by virtue of its scale, irregular shaped roof design and scale of fenestration, cannot be said to reflect or complement the character and architectural design of the curtilage listed building, and would form an incongruous addition to the designated heritage asset. The proposal is therefore considered to result in less than substantial harm to the character and appearance of The Coach House and Steppingley Conservation Area, there are no identified public benefits which would outweigh this harm. The proposal is therefore contrary to Policy HQ1 and HE3 of the Central Bedfordshire Local Plan, Paragraph 5.32.1 of the Central Bedfordshire Design Guide, the Planning (Listed Buildings and Conservation Areas) Act 1990 (as amended), and Sections 12 and 16 of the NPPF.
2) No information has been provided as part of this application on the impact to the heritage asset's historic fabric and the proposed replacement of the existing windows. Therefore, the proposal fails to meet the requirements of Paragraph 207 of the NPPF. There is therefore insufficient information submitted with the application to determine the impact on the curtilage listed building. The proposal is contrary to Policy HQ1 and HE3 of the Central Bedfordshire Local Plan, the Planning (Listed Buildings and Conservation Areas) Act 1990 (as amended), and Sections 12 and 16 of the NPPF.
