The proposed development, by reason of the overall scale, massing and additional footprint of the extensions over and above the original building, would amount to disproportionate additions to the original building, representing inappropriate development in the Green Belt and amounting to significant harm to the openness of the Green Belt. No Very Special Circumstances have been put forward that would clearly outweigh the identified harm to the Green Belt by way of inappropriateness and impact upon openness. As such, the proposal is contrary to Section 13 of the National Planning Policy Framework, Policy SP4 of the Central Bedfordshire Local Plan and Chapter 11 of the Central Bedfordshire Design Guide. |

The proposed extensions, by reason of their excessive scale, bulk and design would dominate the existing dwelling, constitute overdevelopment of the property and detract from the character of the existing building, significantly harmful to the character and appearance of the property, the surrounding street scene and the National Landscape, contrary to Sections 12 and 15 of the National Planning Policy Framework, Policies HQ1 and EE7 of the Central Bedfordshire Local Plan and the Central Bedfordshire Design Guide. |

Due to poor spatial separation with an adjoining Beech Tree protected by a Preservation Order, and the likely future nuisance caused by unavoidable conflict with the new extensions, it is considered that the proposal would be inappropriate development that is likely to have a negative impact upon the sustainable relationship with the treescape character of the area and its protected trees. As such, the proposal is considered to be contrary to Policies EE4 and HQ1 of the Central Bedfordshire Local Plan (2021) |
