Conditions or Reasons:
1) Insufficient information has been provided to demonstrate that the proposed use of the building known as Brook Farm by up to four residents with learning difficulties and/or autism where specialist care is to be provided by one live in carer and a minimum of two additional carers at any one time working on shifts within a 24 hour period, would be a use falling within Use Class C3(b) of the Town and Country Planning (Use Classes) Order 1987 as amended, and therefore would be excluded from the definition of development by virtue of Section 55(2)(f) of the Town and Country Planning Act 1990 as amended and would not require planning permission.
