The building hereby approved shall not be first occupied, and no hard surface shall be laid, and no surface water drainage infrastructure shall be installed until: details demonstrating that Land drainage Consent under the Land Drainage Act 1991 has been secured to discharge surface water to an existing watercourse/ditch, and details of this provided with the full detailed design, has been submitted to and approved in writing by the local planning authority; and the existing culvert within the ditch along the site frontage has been checked and cleansed as required to ensure onward conveyance.
Thereafter, unless otherwise approved in writing by the Local Planning Authority, no hard surface shall be laid until the surface water drainage infrastructure to serve that hard surface has been installed in full accordance with the approved details, the agreed FRA & Drainage Strategy (Ref: EAS, 4913/2024, Rev A, 29/7/2024 and DEFRAs Non-statutory technical standards for sustainable drainage systems (March 2018). The discharge rate from the development will be limited to the equivalent 1 in 1 year rate, or an appropriate rate as agreed by the Bedford Group of Internal Drainage Boards.
All permeable block paving shall be laid to CIRIA C768 'Guidance on the construction of SuDS' guidelines, including Interlay guidance.
The surface water drainage infrastructure shall be installed and constructed in accordance with the Non-statutory technical standards for sustainable drainage systems' (March 2015, Ref: PB14308), 'Central Bedfordshire Sustainable Drainage Guidance' (Adopted April 2014, Updated May 2015), and recognised best practise including the Ciria SuDS Manual (2016, C753).
Reason: to ensure the approved system will function to a satisfactory minimum standard of operation and maintenance and prevent the increased risk of flooding both on and off site, in accordance with the NPPF and its supporting technical guidance, in accordance with Policies CC3, CC4 and CC5 of the Central Bedfordshire Local Plan |
