| Conditions or Reasons: | 1)
The development hereby permitted shall begin not later than three years from the date of this permission.
Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |

The occupation of the site hereby permitted shall be carried out only by the following persons:
Lydia Slender and her resident dependants. Joanna Lankshear and any resident dependants.
Reason: In recognition of the location of the site in the Green Belt and to ensure occupation by Ms Slender and Ms Lankshear and any resident dependants and as previously consented by planning permission CB/14/01383/VOC, and in recognition of their status as a Gypsy and Traveller as defined in Annex 1 of the Planning Policy for Traveller Sites, (December 2024). (Section 13, NPPF December 2024 and Policy SP4, CBLP July 2021) |

The two pitches hereby approved shall have no more than two caravans as defined by the Caravan Sites and Control of Development Act 1960 and the Caravan Act 1968 as amended, stationed on each pitch at any one time of which no more than one shall be a static caravan.
Reason: To limit and define the number of pitches and number of caravans and to ensure all caravans meet the legal definition and in recognition of the location of the site outside of the Settlement Envelope and within the Green Belt, to control the visual amenities of the locality. No more than one commercial vehicle shall be kept on either of the pitches hereby approved for use by the occupiers of the caravans hereby permitted and this shall not exceed 3.5 tonne's in weight.
Reason: To ensure the retention of planning control by the Local Planning Authority in recognition of the location of the pitches in the open countryside and Green Belt and in the interests of the residential amenities of adjoining occupiers. (Sections 12, 13 and 15 of the NPPF (2024), and the CBC Local Plan (2021), Policies EE5, CC8, SP4, H7 and HQ1) |

No commercial, industrial or business activities shall take place on the pitches hereby approved, including the storage of materials and goods.
Reason: To safeguard the amenity of neighbouring occupiers and the character and appearance of the area, (Sections 12, 13 and 15 of the NPPF (2024) and Policies HQ1, CC8, SP4 and EE5 of the CBC Local Plan (2021)). |

Notwithstanding the provisions of Part 2 (Minor Operations) or Part 5 (Caravan Sites) of Schedule 2 of the Town and Country Planning (General Permitted Development) Order 2015 (as amended) or any Order or enactment amending or re-enacting that Order no walls, gates, fences or any other means of enclosure or any amenity or storage buildings or other structures shall be erected on the pitch other than as shown on the approved plans.
Reason: In order to ensure that the overall appearance of the development in the countryside and Green Belt has regard to the views into and over the site and that the development has no unacceptable adverse effect upon general or residential amenity. (Sections Chapters 12, 13 and 15 of the NPPF (2024), and the CBC Local Plan (2021), Policies SP7, HQ1, SP4 and EE5). |

No external lighting except for that of a domestic scale attached to caravans shall be installed unless and until a scheme containing the details of the lighting have been submitted to and approved in writing by the Local Planning Authority and then implemented in accordance with the approved details and thereafter maintained as such. Reason: To minimise the impact of light pollution and to minimise the impact of the development upon the character of the Green belt and open countryside. (Sections 12, 13 and 15 of the NPPF (2024) and the CBC Local Plan Policies (2021) HQ1, CC8, SP4 and EE5). |

Within 3 months of this decision, a landscaping scheme to include all hard and soft landscaping and a scheme for landscape maintenance for a period of five years following the implementation of the landscaping scheme shall have been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented by the end of the full planting season immediately following the approval of the landscaping scheme (a full planting season means the period from October to March). The trees, shrubs and grass shall subsequently be maintained in accordance with the approved landscape maintenance scheme and any which die or are destroyed during this period shall be replaced during the next planting season.
Reason: To ensure an acceptable standard of landscaping in order to protect the visual amenities of the countryside and Green Belt, and to mitigate impact in the Greensand Ridge Nature Improvement Area, and on biodiversity and to enhance the quality of development. (Sections 12, 13 & 15, NPPF and Policies SP4, EE2, EE4, EE5, EE8, H7 and HQ1 of CBC Local Plan, July 2021). |

Prior to the first occupation of any caravan hereby approved, a scheme of sound insulation and of acoustically attenuated ventilation as necessary shall be demonstrated by measurement according to achieve internal room and external amenity noise standards in accordance with the Central Bedfordshire Design Guide. Where alternative means of ventilation to open windows are provided for the purpose of complying with noise standards, this shall be made clear for check of compliance with Building Regulations. Approved details shall be implemented prior to the first occupation of any caravan hereby approved and shall thereafter be permanently retained.
Reason: To protect the amenity of the occupants from noise pollution from the M1 Motorway. (Section 12, NPPF (2024) and Policies CC8, H7 and HQ1 of the CBC Local Plan, 2021). |

A landscape and ecological management plan (LEMP) shall be submitted to, and be approved in writing by, the local planning authority prior to the commencement of the development. The content of the LEMP shall include the following. a) Description and evaluation of features to be managed. b) Ecological trends and constraints on site that might influence management. c) Aims and objectives of management. d) Appropriate management options for achieving aims and objectives. e) Prescriptions for management actions. f) Preparation of a work schedule (including an annual work plan capable of being rolled forward over a five-year period across the 30 years.) g) Details of the body or organization responsible for implementation of the plan, and who is responsible for the maintenance, management and monitoring of the plan. h) Ongoing monitoring and remedial measures. The LEMP shall also include details of the legal and funding mechanism(s) by which the long-term implementation of the plan will be secured by the developer with the management body(ies) responsible for its delivery. The plan shall also set out (where the results from monitoring show that conservation aims and objectives of the LEMP are not being met) how contingencies and/or remedial action will be identified, agreed and implemented so that the development still delivers the fully functioning biodiversity objectives of the originally approved scheme. The approved plan will be implemented in accordance with the approved details.
Reason: To ensure the longevity of the landscaping scheme and the ecological enhancement area and to protect the biodiversity value of the site and the visual amenity and character of the area. (Section 15, NPPF). |
11)
The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans CCP250725, CCP260725, CCP280725, CCP280725, CCP270725, CCP210725-1, CCP200725-1, CCP220725-1 and the layout and approved details shall be retained thereafter, unless otherwise agreed in writing by the Local Planning Authority.
Reason: For the avoidance of doubt and to ensure the retention of a suitable layout and details of development. (Sections 12 and 15 of the NPPF (2024) and Policies HQ1, CC6, EE2 and EE5 of the CBC Local Plan (2021). |
