Conditions or Reasons:
1) The application contains insufficient information to demonstrate that the proposed change of use would not cause unacceptable harm to the rural landscape, or that the proposed change of use would not give rise to a degree of visual harm that would intensify and/or exacerbate the site's relationship with the surrounding landscape character. The application has also failed to demonstrate that the proposed change of use would not result in an unacceptable adverse impact upon the amenity of immediate neighbouring properties by way of noise and disturbance. The proposal is therefore in conflict with Policies HQ1, EE5 and CC8 of the Central Bedfordshire Local Plan and Sections 8, 12 and 15 of the NPPF.
2) Insufficient information has been provided to enable an accurate assessment of the application in terms of traffic generation for the proposal, visibility splays at the access in accordance with the vehicle speeds of Barton Road, tracking diagrams for articulated vehicles to ascertain the access / junction is suitable for vehicles entering / exiting the access, the two way flow of vehicles at the junction / access and on-site parking provision in accordance with the current guidance. Therefore, the proposal is in conflict with Policies T2 and T3 of the CBLP, Section 9 of the NPPF and the Parking Standards for New Developments SPD.
