Conditions or Reasons for Planning Application - CB/25/02710/FULL
Conditions or Reasons:
1) The proposed development is sited outside settlement envelopes within the open countryside. Due to the separation between the site and existing settlements, public transport and services/ facilities, as well as the absence of a safe and convenient pedestrian link between the two, it is considered that the site is located in an unsustainable location, which will result in over-reliance on private vehicle. The development is therefore contrary to Policies SP7 and HQ1 of the Central Bedfordshire Local Plan, and the principles of sustainable development in the National Planning Policy Framework (2024).
2) In the absence of an Ecological Appraisal (and if necessary further surveys) the application is accompanied by insufficient information to demonstrate prior to determination whether any identified impact on protected species can be adequately avoided, mitigated or compensated, in conflict with Policy EE3 of the Central Bedfordshire Local Plan, and Section 15 of the National Planning Policy Framework.
