Conditions or Reasons:
1) The wall and gates represent inappropriate development in the Green Belt, which is, by definition, harmful to the Green Belt and should not be approved except in very special circumstances. By reason of its height, density, length and prominence, the development also has a significantly harmful effect upon the openness of the Green Belt. The very special circumstances provided have been carefully considered, but are not deemed to outweigh the detrimental harm to the Green Belt by way of both inappropriateness and a loss of openness. Therefore, the proposal would be contrary to Policy SP4 of the Central Bedfordshire Local Plan (2021) and Section 13 of the NPPF (2024).
2) The wall, of its length, height and design would give rise to an unduly prominent and bulky structure within the streetscene, in an otherwise open and well-landscaped environment. The wall (and gates), of its scale, density and use of facing brick cladding, would not comprise high-quality development and would appear at odds with the grain of development within the surrounding area. The proposed wall and gates are not considered to protect, sustain or enhance the character of the Chilterns National Landscape, or the Streatley Conservation Area and would result in unacceptable and detrimental harm to the character and appearance of the area, contrary to Policies HQ1, HE3 and EE7 of the Central Bedfordshire Local Plan (2021) and Sections 12, 15 and 16 of the NPPF (2024).
3) The gate would lead to vehicles waiting in the public highway where they will obstruct the free flow of traffic. Along with this, the vehicle waiting will overhang into the carriageway causing other vehicles to have to take evasive manoeuvres. Following drivers will not be aware the vehicle in front will not be pulling clear of the carriageway, leading to vehicular conflict and issues of safety to users of the highway and the property, contrary to Policy T2 of the Central Bedfordshire Local Plan (2021) and Section 9 of the NPPF (2024).
