Conditions or Reasons:
1) The proposed front dormer by virtue of its massing, scale and bulk would result in a visually disproportionate addition to the host dwelling. The proposal therefore represents inappropriate development, harmful to the openness and visual amenities of the Green Belt. No very special circumstances exist that would outweigh the potential harm to the Green Belt by reason of inappropriateness, and any other harm resulting from the proposal. Therefore, the proposal would be in contrary with Policy SP4 of the Central Bedfordshire Local Plan, Section 11.32 of the Central Bedfordshire Design Guide and Section 13 of the NPPF.
2) The proposed front dormer by virtue of its overall scale, bulk and massing would not relate well to the host dwelling resulting in a poor quality design which would be significantly harmful to the character and appearance of the host dwelling, the surrounding streetscene and the National Landscape. The proposed development is therefore considered to be in conflict to Policies EE7 and HQ1 of the Central Bedfordshire Local Plan (July 2021), Sections 11.27.2 and 11.27.3 of the Central Bedfordshire Design Guide (August 2023) and Section 12 and 15 of the NPPF (December 2024).
