Conditions or Reasons for Planning Application - CB/25/03090/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers; P01, P02A, P03A, P04A, P05A, P06A, P07, P08.

Reason: To identify the approved plan/s and to avoid doubt.
3) No development shall take place until an Ecological Enhancement Plan displaying details of bat and bird box installation has been submitted to and approved in writing by the local planning authority. The extent and location of proposed works must be shown on appropriate scale maps and plans. The details shall be implemented as approved and retained thereafter.

Reason: To ensure development is ecologically sensitive and secures biodiversity enhancements (Section 15, NPPF).
4) All ecological measures and/or works shall be carried out in accordance with the details contained in the Preliminary Ecological Appraisal (Eco Check, August 2025) as already submitted with the planning application and agreed in principle with the local planning authority prior to determination.

Reason: To ensure that works are ecologically sensitive and do not result in adverse impacts to protected species (Section 15, NPPF).
5) Prior to works above slab level, notwithstanding the details submitted with the application, details of the materials to be used for the external walls and roofs of the development hereby approved shall be submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details.

Reason: To control the appearance of the building in the interests of the visual amenities of the locality.

6) Prior to the occupation of any dwelling on the site, a scheme for the provision of waste receptacles for each dwelling shall be submitted to and agreed in writing by the Local Planning Authority. The receptacles shall be provided before occupation takes place.

Reason: In the interest of residential amenity and to reduce waste generation in accordance with the Councils's Minerals and Waste Local Plan 2014, Policy WSP5 and the adopted SPD "Managing Waste in New Developments" (2006).
7) Prior to occupation, a scheme for the secure and covered parking of cycles on the site (including the internal dimensions of the cycle parking area, stands/brackets to be used and access thereto), calculated at one cycle parking space per bedroom, shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall be fully implemented before the development is first occupied or brought into use and thereafter retained for this purpose.

Reason: To ensure the provision of adequate cycle parking to meet the needs of occupiers of the proposed development in the interests of encouraging the use of sustainable modes of transport (Section 9, NPPF).
8) Notwithstanding the provisions of the Town and Country Planning General Permitted Development Order 2015, or any amendments thereto, the garage accommodation on the site shall not be used for any purpose, other than as garage accommodation for a vehicle, cycle parking and storage pertaining to the residential use unless permission has been granted by the Local Planning Authority on an application made for that purpose.

Reason: To retain off-street parking provision and thereby minimise the potential for on-street parking which could adversely affect the convenience of road users (Section 9, NPPF).
9) Prior to the occupation of the approved dwelling, the EV charging point detailed on drawing number; P03A, shall be installed and retained thereafter.

Reason: To assist with the transition to low-emission vehicles (Policy T5, Central Bedfordshire Local Plan and Section 9, NPPF).
10) The first floor front dormer window (serving the bathroom) of the development hereby permitted shall be permanently fitted with obscured glass of a type to substantially restrict vision through it at all times. No further windows or other openings shall be formed in the front or side elevations.

Reason: To safeguard the privacy of occupiers of adjoining properties (Section 12, NPPF).
11) The development hereby permitted shall be undertaken in full accordance with the Councils adopted Construction Code of Practice for Developers and Contractors https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning.

Reason: In order to minimise the impact of construction work on the amenities of nearby residential properties (Section 12, NPPF)
