3) Before the premises are occupied all on site vehicular areas shall be surfaced in a stable and durable materials (not loose aggregate). Arrangements shall be made for surface water drainage from the site to soak away within the site so that it does not discharge into the highway or into the main drainage system.
Reason: To avoid the carriage of mud or other extraneous material or surface water from the site so as to safeguard the interest of highway safety and reduce the risk of flooding and to minimise inconvenience to users of the premises and ensure satisfactory parking of vehicles outside highway limits.(Section 9, NPPF)
4) The parking provision for the site as detailed on the approved plans shall not be used for any purpose other than as parking provision unless permission has been granted by the Local Planning Authority on an application made for that purpose.
Reason: To retain adequate parking provision for the development hereby permitted without adversely affecting the convenience of site and road users. (Section 9, NPPF)
5) Prior to occupation, a scheme for the parking of cycles (short- and long-stay) on the site (including the internal dimensions of the cycle parking area, stands/brackets to be used and access thereto) shall be submitted to and approved in writing by the Local Planning Authority.
The scheme submitted for approval shall accord with the Council's Parking Standards for New Development SPD (August 2023) or subsequent replacement. The scheme shall be fully implemented before the development is first occupied or brought into use and thereafter retained for this purpose.
Reason: To ensure the provision of adequate cycle parking to meet the needs of occupiers of the proposed development in the interests of encouraging the use of sustainable modes of transport. (Section 9, NPPF)
6) Prior to above ground construction, details of a scheme for electric vehicle charging provision, commensurate with the Council's Electric Vehicle Charging SPD (December 2022) or any subsequent revision, shall be submitted to, and approved in writing by, the local planning authority. The approved scheme shall be implemented prior to first occupation of the respective part of the development and thereafter retained in a serviceable condition for perpetuity of the development.

7) The development shall be implemented in accordance with the Energy and Sustainability Statement dated 3rd October 2025 by The PES. The development thereafter shall be carried out in accordance with the Energy and Sustainability Statement.
Prior to occupation of the development hereby permitted, a Verification Survey shall be submitted to and approved in writing by the Local Planning Authority, which confirms that measures to address climate change and sustainability have been implemented in full.

The development shall be carried out in accordance with the approved Plan and thereafter retained.
Reason: To secure biodiversity enhancements consistent with Development Plan policy and the approved Design Code.

- hard landscaping details and materials;
- details of landscape maintenance for a period of five years following completion;

Reason: To ensure a high quality landscape setting that accords with the approved Design Code and safeguards visual amenity.
10) Prior to commencement of above ground works, full elevations and material details for all bin stores shall be submitted to and approved in writing by the Local Planning Authority. The approved details shall be implemented and available for use prior to occupation of the development and retained thereafter.
Reason: In the interest of visual amenity and to ensure a high standard of amenity for future occupiers.
11) Prior to commencement of above ground works, a scheme for (non highways) external lighting shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall:

entrances and parking; and
