Conditions or Reasons for Planning Application - CB/25/03334/FULL
Conditions or Reasons:
1) The proposed dwelling would be materially larger in scale than the dwelling that it would replace, thereby representing inappropriate development in the Green Belt, which is by definition, harmful to the Green Belt. The proposed replacement dwelling would also result in a significant loss of openness in both spatial and visual terms. No very special circumstances are considered to exist and the proposal would be conflict with Policy SP4 of the Central Bedfordshire Local Plan (2021) and Section 13 of the National Planning Policy Framework (2024).
2) The proposed replacement dwelling would be disproportionately larger in scale and massing than the existing dwelling that it would replace and would not result in an improvement to the character of the area and by reason of its scale and massing, would fail to be sympathetic to the rural setting of the site within the countryside or reinforce local distinctiveness. Consequently, the proposal would be contrary to Policies DC2 and HQ1 of the Central Bedfordshire Local Plan (2021), the Central Bedfordshire Design Guide (2023) and Section 12 and 15 of the National Planning Policy Framework (2024).
3) By virtue of its increased height, scale, proximity and bulk, the proposed dwelling would result in a harmful overbearing impact and loss of light to the occupiers of the neighbouring property, to a degree that would materially and unacceptably harm residential amenity. The proposal would be in conflict with Policy HQ1 of the CBLP (2021), Section 12 of the NPPF (2024) and Section 11 of the CBDG (2023).
4) Insufficient information has been provided within the application to demonstrate that the development would be able to deliver a net gain for biodiversity. As such, the proposal is contrary to policy EE2 of the Central Bedfordshire Local Plan (2021), section 15 of the National Planning Policy Framework (2023) and Schedule 7A of the Town and Country Planning Act 1990 (as inserted by Schedule 14 of the Environment Act 2021).
