| Conditions or Reasons: | 1)
The development hereby permitted shall begin not later than three years from the date of this permission.

Notwithstanding the changes of use permitted within Part 3 of Schedule 2 of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order with or without modification), the development hereby approved shall only be used as a children's residential home and to children in need of care within Class C2 of the Town and Country Planning (Use Classes) Order 1987 (or any Order revoking or re-enacting that Order with or without modification) only, and for no other purpose within C2.
Reason: To control the intensity of use of the development in the interests of residential amenity and highway safety.

No more than four children in care shall reside at the home hereby approved at any one time, unless otherwise agreed in writing by the Local Planning Authority.

Notwithstanding the provisions of the Town and Country Planning General Permitted Development Order 2015, or any amendments thereto, the vehicle parking provision on the site shall not be used for any purpose, other than as parking provision unless permission has been granted by the Local Planning Authority on an application made for that purpose.
Reason: To retain off-street parking provision and thereby minimise the potential for parking on the public highway which could adversely affect the convenience of road users.

The turning space for vehicles illustrated on the approved plan, drawing number 25-06 Rev A, shall be provided before the development is first brought into use and thereafter remain free of obstruction for the purpose of turning for the perpetuity of the development.
Reason: To enable vehicles to draw off, park and turn outside the highway limits thereby avoiding the reversing of vehicles on to the highway in the interests of highway safety.

The long stay and short stay parking of cycles on the site shall be fully implemented in accordance with the details shown on drawing numbers 25-04 Rev A and 25-05 before the development is first occupied or brought into use and thereafter retained for this purpose.
Reason: To ensure the provision of adequate cycle parking to meet the needs of occupiers of the proposed development in the interests of encouraging the use of sustainable modes of transport.

Details of a refuse collection point located at the site frontage and outside of the public highway and any visibility splays shall be submitted to and approved by the Local Planning Authority prior to the first occupation of the building. The scheme shall be fully implemented prior to occupation of the building and shall be retained thereafter.
Reason: In the interest of amenity and in order to minimise danger, obstruction and inconvenience to users of the highway and the premises.

Any new gates provided shall open away from the highway and be set back a distance of at least 8.0 metres from the nearside kerbline and the gates shall be free of obstruction to opening.
Reason: To enable vehicles to draw off the highway before the gates are opened and leave the site in forward gear.
