Conditions or Reasons for Planning Application - CB/25/03415/FULL
Conditions or Reasons:
1) By virtue of the siting of the proposed development, the proposal would be at odds with the existing pattern and grain of development of Numbers: 17 - 23 Wingate Road. Consequently, the proposal would have a detrimental impact on the character and appearance of the surrounding area. The proposal would therefore be contrary with Policy HQ1 of the Central Bedfordshire Local Plan (2021), Section 6.11.1 of the Central Bedfordshire Design Guide (2023) and Section 12 of the NPPF.
2) The development by virtue of its constrained layout and siting would not provide adequate private outdoor amenity space. The proposed development therefore provides substandard accommodation which would create a poor living environment for future occupiers of the development. The development therefore conflicts with Policy HQ1 of the Central Bedfordshire Local Plan (2021) Section 11.10 of the Central Bedfordshire Design Guide (2023) and Section 12 of the National Planning Policy Framework (2024).
3) Insufficient information has been submitted to demonstrate that the proposal will not have an adverse impact on protected species, and therefore the requirement for any mitigation is also unknown. As such, the proposal is contrary to Policies EE2 and EE3 of the Central Bedfordshire Local Plan (2021) and Section 15 of the National Planning Policy Framework.
4) Insufficient information has been submitted to demonstrate the proposal adherence to the drainage hierarchy, as outlined in the National Planning Policy Framework (NPPF). As such, the proposal is contrary to Policies CC3 and CC5 of the CBLP and Section 14 of the NPPF.
