Conditions or Reasons for Planning Application - CB/25/03416/FULL
Conditions or Reasons:
1) The proposed development, due to the sprawl of built form from boundary to boundary, the limited separation from the western and eastern boundaries of the site and the lack of external amenity space for 'Plot 4'; would give rise to a cramped and overdeveloped appearance, which would not respect the pattern and grain of development within the wider area or reinforce local distinctiveness. As such, the proposal would not be considered to represent a high standard of layout or design, in conflict with Policy HQ1 of the Central Bedfordshire Local Plan and Section 12 of the NPPF.
2) The proposed development would not be considered to provide an acceptable standard of amenity for future occupiers and insufficient information regarding noise and air quality has been provided to determine that future occupiers of the dwellings would not be adversely affected, thereby contrary to Policies H2 and CC8 of the Central Bedfordshire Local Plan and Sections 12 and 15 of the NPPF.
3) Insufficient information has been provided with this application to justify the loss of the existing garages at the site and to demonstrate that the proposed development can provide adequate parking (for the existing and proposed dwellings), access and turning facilities in a manner that would not cause increased danger and inconvenience to users of the highway, in conflict with Policies T2 and T3 of the Central Bedfordshire Local Plan, the Parking Standards for New Developments SPD, the Highway Construction Standards and Specifications Guidance and Section 9 of the NPPF.
4) Insufficient information has been provided in the form of up-to-date ecological surveys to determine the effect that the development would have on protected species and their habitats, with particular regard to bats, contrary to Policy EE3 of the Central Bedfordshire Local Plan and Section 15 of the NPPF.
5) In the absence of both a Flood Risk Assessment and Drainage Strategy, there is insufficient information with this application to assess the impact of the proposed development in terms of sustainable drainage and flood risk management, contrary to Policies CC3 and CC5 of the Central Bedfordshire Local Plan and Section 14 of the NPPF.
