The proposed development at site 3 would result in an incongruous and cramped form of development that would not be sympathetic to the prevailing pattern and character of development in the surrounding area. It would therefore be contrary to Policy HQ1 of the CBLP, Section 12 of the NPPF and the Central Bedfordshire Design Guide. |

The proposed development at site 3, would not meet the requirements of Policy H2 of the Local Plan for adaptable and accessible homes from all future developments. Moreover, the dwelling and rear garden at site 3 would be impacted by a loss of privacy and poor outlook. As such, the proposal would fail to provide an acceptable and high quality living standard for future occupiers in conflict with Policies HQ1 and H2 of the CBLP, Section 12 of the NPPF and Chapter 11 of the Central Bedfordshire Design Guide. |

The proposed development would result in the loss of two garage blocks and a flat-over-garage, resulting in the loss of parking facilities available in the vicinity, therefore giving rise to the potential for displaced parking within the surrounding public highway which could cause obstruction, additional hazards and inconvenience for users of the highway. Moreover, development on sites 2 and 3 are proposed on an adopted public highway and would be unacceptable. The proposal is therefore considered to have an unacceptable impact on highway safety, contrary to Policies T2 and T3 of the CBLP, Section 9 of the NPPF, the Parking Standards for New Developments SPD and the Highways Construction and Specification Guidance. |

Insufficient information has been provided within the application to demonstrate that the development would be able to deliver a mandatory biodiversity net gain. Moreover, out-of-date ecological surveys have been provided which fail to demonstrate that the proposal has been designed to prevent any adverse impact on protected species or species and habitats of principal importance. Therefore, the proposal is contrary to Policies EE2 and EE3 of the CBLP, Section 15 of the NPPF and Schedule 7A of the Town and Country Planning Act 1990. |

The development proposes to discharge surface water to a foul sewer system and insufficient information has been provided in the form of attenuation and discharge calculations to demonstrate that the proposed development positively contributes to the management of surface water runoff and attenuation. The proposal is therefore contrary to Policy CC5 of the CBLP and Section 14 of the NPPF. |
