Conditions or Reasons:
4) Development shall not begin until tracking diagrams for HGV's accessing/egressing the site in both directions, and turning within the development, have been submitted to and approved in writing by the Local Planning Authority.

Reason: This information is required prior to any works commencing to ensure appropriate HGV access and to enable vehicles to turn outside the highway limits, thereby avoiding the reversing of vehicles onto the highway.
5) Before the development hereby approved is first brought into use, a Travel Plan shall be prepared and submitted to the Local Planning Authority for its approval in writing. The plan shall contain details of:

measures to encourage and promote sustainable travel and transport for journeys to and from the unit
an action plan detailing targets
a timetable for implementing appropriate measures and plans for annual monitoring and review
measures to manage the car parking on site

All measures agreed therein shall be undertaken in accordance with the approved Plan.
Reason: In the interests of highway safety, to reduce congestion and to promote the use of sustainable modes of transport.(Policy T2, Central Bedfordshire Local Plan, section 9, NPPF)
6) Prior to the use of the development, a scheme showing a site-wide car and HGV parking and circulation Management Plan for the overall Signature Flatbreads operation in Dunstable shall be submitted to and approved in writing by the Local Planning Authority. The plan will identify all areas to be used for these functions and to ensure that off-site parking is restricted, monitored and managed such that the safety and free flow of traffic on the local highway network is not compromised. The approved scheme shall be fully implemented before the development is first occupied or brought into use and thereafter retained for this purpose.

Reason: To ensure provision for car parking clear of the highway. (Section 94, NPPF)
