Conditions or Reasons for Planning Application - CB/25/03579/FULL
Conditions or Reasons:
1) The proposed development would represent inappropriate development in the Green Belt, which is, by definition, harmful to the Green Belt. The proposal would also result in a loss of openness in both spatial and visual terms. No very special circumstances have been put forwards that would clearly outweigh the harm to the Green Belt by way of inappropriateness, loss of openness and other harms identified. Consequently, the proposed development would conflict with Policy SP4 of the Central Bedfordshire Local Plan (2021) and Section 13 of the National Planning Policy Framework (2024).
2) The proposed development fails to respect the established pattern and grain of development in the surrounding area, particularly in terms of siting, plot size and building line and would also represent a harmful form of backland development. Consequently, the proposal would have an unacceptable impact on the character and appearance of the surrounding area, including the wider Chilterns National Landscape, contrary to Policies HQ1, HQ8, and EE7 of the Central Bedfordshire Local Plan (2021), Sections 12 and 15 of the National Planning Policy Framework (2024), and the Central Bedfordshire Design Guide.
