Conditions or Reasons for Planning Application - CB/25/03600/FULL
Conditions or Reasons:
1) The construction of a vehicular access to the site, required to serve the application proposal has resulted in the removal of a substaintial amount of hedgerow thereby having an adverse impact on the rural character of Markyate Road. The proposal is therefore contrary to Policy EE4 (Trees, Woodlands and Hedgerows) of the Central Bedfordshire Local Plan 2015 - 2035, July 2021, and Section 15 (Conserving and enhancing the natural environment) of the National Planning Policy Framework (NPPF), December 2024.
2) The application fails to provide details of access (including access by sustainable modes), parking and servicing and it has not been demonstrated that safe and suitable access can be achieved in relation to applicable highway standards. If permitted, the risk of harm and inconvenience to users of the public highway and of the site would be unacceptable. The proposal is therefore contrary to Policies T2 (Highways Safety and Design) and T3 (Parking) of the Central Bedfordshire Local Plan 2015 - 2035, July 2021, and Section 9 (Promoting sustainable transport) of the National Planning Policy Framework (NPPF), December 2024.
