Conditions or Reasons:
3) Before the development hereby approved is first brought into use, a scheme for long- and short-stay parking of cycles on the site (including the internal dimensions of the cycle parking area, stands/brackets to be used and access thereto), in accordance with the Council's Parking Standards for New Development SPD (August 2023) or any replacement thereof, shall be submitted to the Local Planning Authority (LPA). The scheme shall be fully implemented prior to the use of the scheme and thereafter retained for the perpetuity of the development for the purpose of cycle parking.

Reason: To ensure the provision of adequate cycle parking to meet the needs of occupiers of the proposed development in the interests of encouraging the use of sustainable modes of transport, and to help reduce the demand for car parking associated with the development.
4) Prior to the new use commencing, a scheme for the charging of four electric and ultra-low emission vehicles shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall include the following:

Details of active charging posts or passive provision such as cabling and electricity supply
Timescales / triggers for implementation of the scheme.

The development shall be completed in accordance with these approved details including the agreed timescales/triggers.

Reason: To assist with the transition to low-emission vehicles
(Section 9, NPPF, Policy T5, CBLP)
5) Before the development hereby approved is first brought into use, a Noise Impact Assessment shall be submitted to and approved by the Local Planning Authority (LPA). The assessment shall confirm the external sound level (Rating Level) emitted from plant, machinery or equipment at the development hereby approved shall not exceed the lowest existing background sound level by at least 5dB(A) in order to prevent any adverse impact. The assessment shall be made in accordance with BS4142:2014 at the nearest and/or most affected noise sensitive premise, with all machinery operating together at maximum capacity. All approved details, including any mitigation / attenuation measures, shall be implemented prior to the development hereby approved being occupied, and shall be carried out in strict accordance with the approved Noise Impact Assessment.

Reason: This noise assessment is required prior to the use of the site to ensure an acceptable living environment for neighbouring occupiers (CC8 and HQ1 of the CBC Local Plan).
