Conditions or Reasons for Planning Application - CB/25/03661/FULL
Conditions or Reasons:
1) The proposed development is sited outside settlement envelopes within the open countryside. Due to the separation between the site and existing settlements, public transport and services/ facilities, as well as the absence of a safe and convenient pedestrian link between the two, it is considered that the site is located in an unsustainable location, which will result in over-reliance on private vehicle. The development is therefore contrary to Policies SP7 and HQ1 of the Central Bedfordshire Local Plan, and the principles of sustainable development in the National Planning Policy Framework (2024).
2) In the absence of a completed Unilateral Undertaking to secure self-build, the exemption from statutory BNG requirements has yet to be engaged, as such the proposal has failed to demonstrate exemption from statutory BNG requirements or a 10% net gain in biodiversity in accordance with those requirements in conflict with Policy EE2 of the Central Bedfordshire Local Plan, and Section 15 of the National Planning Policy Framework within this context.
