Conditions or Reasons for Planning Application - CB/25/03830/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers: 1724-P1, 1724-P2B, 1724-P3, 1724-P4A, 1724-P5A, 1724-L1, 1724-L2, 1724-L3,1724-L4,1724-L5.

Reason: To identify the approved plan/s and to avoid doubt.
3) Prior to development, details of the widened gated access to the north frontage of the site, and the location of the bins, shall be submitted to and approved in writing by the local planning authority, with the approved details being implemented before the development is brought into use. Thereafter, the area shall be retained for bin storage unless otherwise agreed in writing by the Local Planning Authority.

Reason: To avoid the gates opening into the public highway or obstructing the collection of the bins and to avoid the bins being stored in the public highway where they will cause an obstruction to the pass and repass of highway traffic. This is a pre-commencement condition to ensure that the proposed development will not impact highway safety prior to its commencement and there are currently missing details.
4) No development shall take place, including any works of demolition, until a Construction Traffic Management Plan, associated with the development of the site, has been submitted and approved in writing by the Local Planning Authority which will include information on:

(A) Loading and unloading of plant and materials used in the development
(B) Storage of plant and materials used in the development
(C) The erection and maintenance of security hoarding / scaffolding affecting the
highway if required.
(D) Temporary TRO footpath/footway/cycleway or road closures needed during the
development period
(E) Temporary TRO/traffic management needed during the development period.
(F) The provision of banksmen to manage any larger construction or delivery vehicles.
(G) Road plates over utility covers
(H) Details of parking for contractor / construction staff parking
(I) A commitment to deliveries outside of peak times
(J) Details of any temporary parking restrictions if required to facilitate construction access / egress

The approved Construction Management Plan associated with the development of the site shall be adhered to throughout the development process.

Reason: In the interests of safety, protecting the amenity of local land uses, neighbouring residents and highway safety. This is a pre-commencement condition to ensure that the proposed development will not impact highway safety prior to its commencement and there are currently missing details.
5) All external works hereby permitted shall be carried out in materials to match as closely as possible in colour, type and texture, those specified within the submitted Design and Heritage Statement and as shown on drawing number 1724-P4A.

Reason: To safeguard the appearance of the completed development in the interests of the visual amenities of the locality.

6) The 4 retained on-site parking spaces shall remain as parking provision for the perpetuity of the development unless otherwise agreed in writing by the Local Planning Authority

Reason: For the avoidance of doubt and to alleviate ad hoc on street / footway parking causing issues of obstruction
