Conditions or Reasons:
3) No development shall commence until a detailed surface water drainage scheme, to manage surface water runoff from the development for up to and including the 1 in 100 year event (+40%CC+10%UC), via infiltration, and a maintenance and management plan for the scheme has been submitted to and approved in writing by the Local Planning Authority. The final detailed design shall be based on the agreed Flood Risk and Drainage Assessment (Ref; JAG/MS/51244-RP001 dated October 2024) and DEFRAs Non-statutory technical standards for sustainable drainage systems (March 2018) and shall be implemented and maintained as approved. Maintenance will ensure the system functions as designed for the lifetime of the development. Any variation to the connections and controls indicated on the approved drawing which may be necessary at the time of construction would require the resubmission of those details to the Local Planning Authority for approval.

Reason: These matters are required to be addressed prior to the commencement of any development in order to ensure the approved system will function to a satisfactory minimum standard of operation and maintenance and prevent the increased risk of flooding both on and off site, in accordance with Policies CC3 and CC5 of the Central BEdfordshire Local Plan (2021) and Section 14 of the NPPF (2024).
4) No building/dwelling shall be occupied until the developer has formally submitted in writing to the Local Planning Authority a finalised 'Maintenance and Management Plan' for the entire surface water drainage system, inclusive of any adoption arrangements and/or private ownership or responsibilities, an authentication wreport will be required to show that the approved surface water drainage scheme has been correctly and fully installed as per the final approved details.

Reason: To ensure that the implementation and long term operation of a sustainable drainage system (SuDS) is in line with what has been approved, in accordance with Written Statement HCWS161, 18th December 2014.
5) Part A: No development shall commencement above slab level until details of the external sound level emitted from plant/ machinery/ equipment and mitigation measures as appropriate, have been submitted to and approved in writing by the Council. The measures shall ensure that the external sound level emitted from plant, machinery/ equipment shall not exceed the lowest existing background sound level in order to prevent any adverse impact. The assessment shall be made in accordance with BS4142:2014 at the nearest and/or most affected noise sensitive premises, with all machinery operating together at maximum capacity.

Part B: A post installation noise assessment shall be carried out within six months of installation to confirm compliance with the sound criteria and additional steps to mitigate noise shall be taken, as necessary. Approved details shall thereafter be permanently retained with the exception of specific changes to the noise details that are requested by the Local Planning Authority in writing to address statutory nuisance.

Reason: Part A is required to be addressed prior to the commencement of any development in order to protect the amenity of nearby sensitive receptors. To accord with the objectives of Policy CC8 of the Central Bedfordshire Local Plan (2021).
7) No development shall commence above slab level until a Noise Management Plan has been submitted to and approved in writing by the Local Planning Authority. The Noise Management Plan shall include times and frequency of deliveries and collections, vehicle movements, silent reversing methods, location of loading bays, and quiet loading/unloading measures. The plan shall embody the principles of environmental management systems with reference to ISO140001 and shall include for noise monitoring, reporting and good record keeping, and in doing so shall be maintained and kept appropriate and proportionate to ensure noise limits will not ordinarily be exceeded and if they are to plan and install remedial measures or alternative operating procedures to return to compliance within a reasonable minimum time. Information shall be provided to the Council upon reasonable request such when visiting the premises to investigate a complaint of noise impact or nuisance.

Reason: In order to protect the amenity of nearby sensitive receptors. To accord with the objectives of Policy CC8 of the Central Bedfordshire Local Plan (2021).
10) The development shall not commence until a Habitat Management and Monitoring Plan (HMMP), prepared in accordance with the approved Biodiversity Gain Plan and including:

a non-technical summary;
the roles and responsibilities of the people or organisation(s) delivering the HMMP;
the planned habitat creation and enhancement works to create or improve habitat to achieve the biodiversity net gain in accordance with the approved Biodiversity Gain Plan;
the management measures to maintain habitat in accordance with the approved Biodiversity Gain Plan for a period of 30 years from the completion of development; and
the monitoring methodology and frequency in respect of the created or enhanced habitat to be submitted to the local planning authority,

has been submitted to, and approved in writing by, the local planning authority.

Reason: To ensure the development delivers a biodiversity net gain on site in accordance with Schedule 7A of the Town and Country Planning Act 1990 and policy EE2 of the Central Bedfordshire Local Plan (2021).
11) Prior to the commencement of development, a Landscape and Ecological Management Plan (LEMP) shall be submitted to and approved in writing by the Local Planning Authority. The LEMP shall include measures to ensure that the retained, newly created and enhanced areas of habitat within the site are managed appropriately, with consideration of their inherent ecological importance as well as their ability to support protected and priority fauna species, to maximise their benefit to biodiversity and offset increased levels of disturbance from the public once the site is operational. The LEMP shall also include a programme of monitoring and a mechanism to modify the management prescriptions, if required. The LEMP shall be operated throughout the lifetime of the development.

Reason: Details are required prior to the commencement of development in the interest of ensuring that the development is managed in a way that maximises the protection and enhancement of biodiversity on the site. To accord with the objectives of Policies EE2, EE4 and HQ1 of the Central Bedfordshire Local Plan (2021) and Section 15 of the NPPF (2023).
12) No development shall take place until details of the existing and final ground and slab levels of the buildings hereby approved have been submitted to and approved in writing by the Local Planning Authority. Such details shall include sections through both the site and the adjoining land, the location of which shall first be agreed in writing with the Local Planning Authority. Thereafter the site shall be developed in full accordance with the approved details.

Reason: The details are required prior to commencement to ensure the development can be carried out as approved in the interests of safeguarding the visual amenities of the locality. To accord with the objectives of Policy HQ1 of the Central Bedfordshire Local Plan (2021).
