Conditions or Reasons for Planning Application - CB/25/04000/FULL
Conditions or Reasons:
1) The proposed dwelling would be materially larger in scale than the dwelling that it would replace, thereby representing inappropriate development in the Green Belt, which is by definition, harmful to the Green Belt. The proposed replacement dwelling would also result in a significant loss of openness in both spatial and visual terms. No very special circumstances are considered to exist and the proposal would be conflict with Policy SP4 of the Central Bedfordshire Local Plan (2021) and Section 13 of the National Planning Policy Framework (2024).
2) The proposed development, by reason of its siting and layout, would result in unacceptable conflict with the crown spread of adjacent boundary trees, including high and moderate quality specimens which are protected within the Woburn Conservation Area under Section 211 of the Town and Country Planning Act 1990. As such, the proposal would fail to achieve a sustainable relationship between the development and retained trees and would result in harm to trees protected . The development is therefore contrary to Policy HQ1 and EE4 of the CBLP (2021), Section 12 and 15 of the NPPF (2024) and the CBDG (2023).
3) Insufficient information has been provided within the application to demonstrate that the development would be able to deliver a net gain for biodiversity. As such, the proposal is contrary to Policy EE2 of the Central Bedfordshire Local Plan (2021), Section 15 of the National Planning Policy Framework (2023) and Schedule 7A of the Town and Country Planning Act 1990 (as inserted by Schedule 14 of the Environment Act 2021).
