Conditions or Reasons for Planning Application - CB/25/04008/DOC
Conditions or Reasons:
3) No development shall take place, including any works of demolition, until a Construction Traffic Management Plan, associated with the development of the site, has been submitted and approved in writing by the Local Planning Authority which will include information on:

(A) Loading and unloading of plant and materials used in the development.
(B) Storage of plant and materials used in the development.
(C) The erection and maintenance of security hoarding / scaffolding affecting the highway if required.
(D) Measures on site to control the deposition of dirt / mud on surrounding roads during the development.
(E) Temporary TRO road closures needed during the development period.
(F) Temporary TRO/traffic management needed during the development period.
(G) Where the parking for the construction traffic will be within the site.
(H) The provision of banksmen to manage any larger construction or delivery vehicles.
(I) Road plates over utility covers.
(J) Dilapidation survey if required.

The approved Construction Management Plan associated with the development of the site shall be adhered to throughout the development process.

Reason: This is a pre-commencement condition for the interests of safety, protecting the amenity of local land uses, neighbouring residents and highway safety (Section 9, NPPF).
4) No development shall take place until a landscaping scheme to include all hard and soft landscaping and a scheme for landscape maintenance for a period of five years following the implementation of the landscaping scheme have been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented by the end of the full planting season immediately following the completion and/or first use of any separate part of the development (a full planting season means the period from October to March). The trees, shrubs and grass shall subsequently be maintained in accordance with the approved landscape maintenance scheme and any which die or are destroyed during this period shall be replaced during the next planting season.

Reason: This is a pre-commencement condition to ensure an acceptable standard of landscaping.

5) No development shall commence until an Ecological Enhancement Plan (EEP) for the creation of new wildlife features such as log piles, the inclusion of integrated bird/bat and bee boxes in buildings/structures and hedgehog holes in fences, has been submitted to and approved in writing by the local planning authority. The extent and location of proposed works must be shown on appropriate scale maps and plans. The details shall be implemented as approved and retained thereafter.

Reason: This is a pre-commencement condition to ensure development is ecologically sensitive and secures biodiversity enhancements in accordance with the National Planning Policy Framework. (Section 15, NPPF)
6) Prior to works above slab level, notwithstanding the details submitted with the application, details of the materials to be used for the external walls and roofs of the development hereby approved shall be submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details.

Reason: To control the appearance of the building in the interests of the visual amenities of the locality.

7) Prior to works above slab level, a scheme shall be submitted for approval in writing by the Local Planning Authority indicating the positions, design, materials and type of boundary treatment to be erected. The boundary treatment shall be completed in accordance with the approved scheme prior to the occupation of the dwelling and be thereafter retained.

Reason: To safeguard the appearance of the completed development and the visual amenities of the locality.
