The proposed development, as a result of its increased cumulative floorspace, would form a disproportionate addition to the original dwelling, which is by definition, harmful to the Green Belt. The very special circumstances provided have been carefully considered but are not deemed to clearly outweigh the local limited harm to the Green Belt by way of both inappropriateness and a local limited loss of openness. Therefore, the proposal would be in contrary with Policy SP4 of the Central Bedfordshire Local Plan (July 2021), Section 11.32 of the Central Bedfordshire Design Guide (August 2023) and Section 13 of the NPPF (2024). |

By virtue of the excessive massing, scale and bulk, the proposed development would appear overly dominant and would have a detrimental impact on the character and appearance of the host dwelling, Streatley Conservation Area and the National Landscape. The introduction of a wide flat roof form and 3 x flat roof rear dormers to the host dwelling would result in an unacceptable roof form which would not relate well to the host dwelling resulting in a poor quality design which would be detrimental to the character of the host dwelling, Streatley Conservation Area and the National Landscape. The proposal is therefore in conflict with Policies HE3 and HQ1 of the Central Bedfordshire Local Plan, Sections 5.32.1, 11.21.1, 11.26.1 and 11.27.1 of the Central Bedfordshire Design Guide and Sections 12, 15 and 16 of the NPPF. |

Updated surveys are required to demonstrate that the proposal will not have an adverse impact on protected species, and therefore the requirement for any mitigation is also unknown. As such, the proposal is contrary to Policy EE3 of the Central Bedfordshire Local Plan (2021) and Section 15 of the National Planning Policy Framework. |
