Conditions or Reasons:
1) The replacement uPVC windows would detrimentally change the character of the building which is a non-designated heritage asset, No 14 Pleasant Place, and would have a harmful visual impact and fail to preserve or enhance the character and appearance of the Conservation Area. The proposal would result in less than substantial harm to the significance of the designated heritage asset (Sandy Conservation Area), and harm to the non-designated heritage asset No 14 Pleasant Place. This identified harm has not been outweighed by any identified public benefits of the scheme and a balanced judgement has been made. As such the proposal is contrary to policies HQ1 and HE3 of the adopted Local Plan, Section 5 of the adopted Design Guide, Policy HE1 of the Sandy Neighbourhood Plan, the Sandy Conservation Area Appraisal (2003) and Sections 12 and 16 of the NPPF.
