Conditions or Reasons:
1) The proposed development would result in the intensification of use of an access that is substandard in relation to visibility and in terms of safely accommodating vehicle types likely to need to take access. Furthermore, it has not been demonstrated that the site can accommodate the likely parking and servicing requirements associated with the proposed change of use. If permitted, the proposal would lead to conditions of danger and inconvenience to users of the highway and of the site. The application therefore fails the test at paragraph R.2(1)(b(i)) of Part 3, Schedule 2 of the Town and Country Planning (General Permitted Development Order) 2015.
