Conditions or Reasons for Planning Application - CB/26/00140/FULL
Conditions or Reasons:
1) The proposed dwelling would result in an incongruous and cramped form of development that would not be sympathetic to the prevailing pattern and character of development in the surrounding area. It would therefore be contrary to Policy HQ1 of the CBLP, Section 12 of the NPPF and the Central Bedfordshire Design Guide.
2) The proposed development fails to meet the minimum requirements within the Nationally Described Space Standards and would result in a bedroom with a poor source of natural light and outlook. The application also fails to demonstrate an area of private garden amenity that meets the minimum standards within the Central Bedfordshire Design Guide, nor does it indicate the extent of garden amenity that would be retained for the host dwelling, No.32 Ivel Road. Therefore, the proposal fails to provide a satisfactory living standard for future occupiers and the host dwelling, contrary to Policies HQ1 and H2 of the CBLP, Sections 8 and 12 of the NPFF and Chapter 11 of the Central Bedfordshire Design Guide.
3) The proposed development fails to demonstrate adequate parking provision for the proposed dwelling and host dwelling, No.32 Ivel Road, in accordance with the Council's Parking Standards for New Developments SPD. As a result, the proposal would give rise to the potential for displaced parking on Ivel Road which could cause obstruction and inconvenience for users of the highway. Therefore, the proposal conflicts with Local Plan Policies T2 and T3 and Section 9 of the NPPF, which collectively seek to ensure that development provides adequate parking and does not compromise highway safety or the free flow of traffic on the road network.
