Conditions or Reasons for Planning Application - CB/26/00223/OUT
Conditions or Reasons:
1) The siting of the proposed development, being located outside of the Settlement Envelope of Wrestlingworth and not representing an infill development would be out of keeping with and harmful to the open countryside location. The proposed development would therefore not represent a sustainable form of development and conflicts with Policies HQ1, SP7, EE4 and EE5 of the Adopted Local Plan (2021); Policies SE1, and BE2 of the Wrestlingworth and Cockayne Hatley Neighbourhood Plan 2017; and Sections 12 &15 of the National Planning Policy Framework (2024).
2) The proposed development has failed to demonstrate exemption from statutory BNG requirements or demonstrate that the development would deliver a 10% net gain in biodiversity in accordance with those requirements. As such, the proposal is contrary to Policy EE2 of the Central Bedfordshire Local Plan (2021), Section 15 of the National Planning Policy Framework (NPPF) (2024), and Schedule 7A of the Town and Country Planning Act 1990 (as inserted by Schedule 14 of the Environment Act 2021).
