Conditions or Reasons for Planning Application - CB/26/00258/FULL
Conditions or Reasons:
1) The rear/ side balcony would be deemed to result in a harmful overlooking impact and loss of privacy upon No. 3 Collar Close, contrary to Policy HQ1 of the Central Bedfordshire Local Plan, Section 11 of the Central Bedfordshire Design Guide and Section 12 of the NPPF.
2) The proposed conversion of the existing office building into two flats would not be deemed to provide high-quality living standards for future occupiers, by way of an acceptable level of external amenity space, privacy and outlook, also thereby indicative of an overdevelopment of the building and site, contrary to Policy HQ1 of the Central Bedfordshire Local Plan, Section 11 of the Central Bedfordshire Design Guide and Section 12 of the NPPF.
3) The proposal comprises a piecemeal development, further to application reference: CB/24/00102/FULL, increasing the cumulative development of the site from 9, to 11 dwellings, whereby a financial contribution for affordable housing in lieu of the onsite provision has not been provided, contrary to Policy H4 of the Central Bedfordshire Local Plan, the Housing Policy Technical Guidance Supplementary Planning Document (SPD) and Section 5 of the NPPF.
