Conditions or Reasons:
1) Insufficient information has been provided to demonstrate that the proposed use of the building known as 130 Bedford Road for a residential occupation of the dwelling by up to two children as their sole and permanent home, with care provided on a 24-hour basis by a small team of non-resident professional carers working on a structured rota would not constitute a material change of use between Use Class C3(a) to Use Class C2 of the Town and Country Planning (Use Classes) Order 1987 as amended, and therefore would be excluded from the definition of development by virtue of Section 55(2)(f) of the Town and Country Planning Act 1990 as amended and would not require planning permission.
