Conditions or Reasons:
1) In the absence of a site-specific Flood Risk Assessment, the flood risks posed by the development cannot be ascertained and it cannot be established whether the site would be safe for its occupiers and would avoid increasing risk elsewhere, nor how such risks may need to be mitigated or avoided. As such, the proposal fails to demonstrate that the site is suitable for the proposed use in terms of flood risk, contrary to Policies CC3 and CC5 of the Central Bedfordshire Local Plan (2021), Section 14 of the National Planning Policy Framework (NPPF)(2024) and the Planning Policy for Traveller Sites (PPTS)(2024).
2) Insufficient information has been submitted to demonstrate that the proposed development, which involves an intensification of the existing access, would not result in the obstruction of the highway or would not lead to conditions of danger and inconvenience to the users of the public highway, contrary to Policy T2 of the Central Bedfordshire Local Plan (2021) and Section 9 of the National Planning Policy Framework (NPPF)(2024).
3) Given the inaccuracies and inconsistences with the Biodiversity Report and Biodiversity Metric provided, it is unclear whether the proposed biodiversity gains can be delivered or sustained in accordance with statutory requirements and that the proposal is capable of complying with the general BNG condition. As such, the proposal is contrary to Schedule 7A of the Town and Country Planning Act 1990 (as inserted by Schedule 14 of the Environment Act 2021), Policy EE2 of the Central Bedfordshire Local Plan (2021), Section 15 of the National Planning Policy Framework (NPPF)(2024), and Policy NE2 of the Sandy Neighbourhood Plan (2026).
4) Insufficient information has been provided to demonstrate that the proposed development would avoid having an adverse impact on protected species and their habitats, namely badgers and reptiles. The proposal would therefore conflict with Policy EE3 of the Central Bedfordshire Local Plan (2021) and Section 15 of the National Planning Policy Framework (NPPF)(2024).
