Conditions or Reasons for Planning Application - CB/26/00868/DOC
Conditions or Reasons:
4) Prior to development, a finalised Tree/Hedge Protection Plan and an Arboricultural Method Statement, prepared by a suitably qualified arboricultural consultant, shall be submitted to the Local Planning Authority for approval. These plans and document shall be based on the findings of the supporting document "Arboricultural Implications Assessment" dated September 2025, and the tree constraints and preliminary protection measures identified in its attached Appendages C and D. The approved Tree/Hedge Protection Plan and Arboricultural Method Statement shall then be implemented in strict accordance with the required sequence of operations, with all protection barriers remaining securely in position throughout the entire course of development works.

REASON
To secure and implement the necessary tree/hedge protection measures, as identified in the "Arboricultural Implications Assessment" dated September 2025, so that retained trees and hedging can be protected from damage due to construction activity, in order to maintain their health, amenity, screening, root anchorage and bio-diversity value.
5) No development shall take place until an Ecological Enhancement Plan displaying details of bat and bird box installation has been submitted to and approved in writing by the local planning authority. The content shall be informed by the January 2023 Ecological Impact Assessment as already submitted with the planning application and agreed in principle with the local planning authority prior to determination. The details shall be implemented as approved and retained thereafter.

Reason: To ensure development is ecologically sensitive and secures biodiversity enhancements in accordance with the National Planning Policy Framework
12) No development shall take place above ground level until a landscaping scheme to include all hard and soft landscaping, including the 8 new trees and 85 linear metres of native hedging, and a scheme for landscape maintenance for a period of five years following the implementation of the landscaping scheme have been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented by the end of the full planting season immediately following the completion of the development (a full planting season means the period from October to March). The trees, shrubs and grass shall subsequently be maintained in accordance with the approved landscape maintenance scheme and any which die or are destroyed during this period shall be replaced during the next planting season.

Reason: To ensure an acceptable standard of landscaping.
(Sections 12 & 15, NPPF)
13) Prior to above slab level works, notwithstanding the details submitted with the application, details of the materials to be used for the external walls and roofs of the development hereby approved have been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details.

Reason: To control the appearance of the building in the interests of the visual amenities of the locality.
