Conditions or Reasons:
1) The site lies within the South Bedfordshire Green Belt. The proposed development would result in a dwelling extended to a cumulatively disproportionate degree having regard to the level of restraint appropriate within the Green Belt. The proposed development is therefore considered to constitute inappropriate development within the South Bedfordshire Green Belt which is harmful to the openness of the Green Belt and as such would be contrary to Policy SP4 of the Central Bedfordshire Local Plan, Section 11 of the Central Bedfordshire Design Guide and Section 13 of the NPPF.
2) The proposed side extension, due to its flat roof at first floor level in a prominent location within the street scene of Green Close and use of materials that do not match that of the main dwelling, is not considered to relate well to the existing dwelling or the surrounding street scene and as such would be considered to have a detrimental impact on the character and appearance of the host dwelling and the surrounding area. Additionally, the extension would only be separated from the boundary with the neighbouring property by 0.5 metres rather than the minimum 1 metre that is required at first floor height and as such is not considered to constitute high quality design and is in discordance with Policy HQ1 of the Central Bedfordshire Local Plan, and Section 11 of the Central Bedfordshire Design Guide.
3) The proposed side extension, due to its considerable depth at first floor level on a shared boundary, would result in an unacceptable loss of sunlight to the neighbouring property 3 Green Close from a ground floor window on the side elevation which serves a kitchen. Additionally, the added bulk of the first-floor extension directly on the shared boundary would be considered to have an overbearing impact to this neighbour. Therefore, the proposal is considered to result in a detrimental impact on neighbouring amenity and would not be in conformity with Policy HQ1 of the Central Bedfordshire Local Plan, and Section 11 of the Central Bedfordshire Design Guide.
