Conditions or Reasons for Planning Application - CB/26/01304/FULL
Conditions or Reasons:
1) Given the site's location outside of any defined Settlement Envelope and lack of connectivity by virtue of there being no formal footway and/ or safe means of pedestrian access to local services and public transport; the proposed dwelling would be located within an unsustainable location, which will result in future occupiers, together with their family members and visitors, having an
over-reliance on private vehicles to access the site, contrary to Policies SP2 and SP7 of the Central Bedfordshire Local Plan (2021), Policy DS1 of the Haynes Neighbourhood Plan (2020) and the principles of sustainable development as set out in the National Planning Policy Framework (NPPF) (2024).
2) The proposed development would not be reflective of the local rural setting, or pattern and grain of development and would instead form an incongruous addition at the site which would degrade local distinctiveness and result in an urbanising incursion into the open countryside, contrary to Policies HQ1 and EE5 of the Central Bedfordshire Local Plan (2021), Policy D1 of the Haynes Neighbourhood Plan (2020) and Sections 12 and 15 of the NPPF (2024).
3) The proposed development, without a signed and agreed Unilateral Undertaking, would not comprise a Self-Build dwelling and would not therefore fall under the "self-build and custom build development" Biodiversity Net Gain exemption. Insufficient information has therefore been provided to demonstrate a 10% Biodiversity Net Gain, contrary to Policy EE2 of the Central Bedfordshire Local Plan (2021) and Section 15 of the NPPF (2024).
