Conditions or Reasons for Planning Application - CB/26/01932/FULL
Conditions or Reasons:
1) The proposed development, by reason of its siting, layout and form, would result in an urbanising encroachment into open countryside, causing substantial harm to the character and appearance of the area, the rural setting of Upper Gravenhurst, identified Key Views and the character and distinctiveness of the Upper Gravenhurst-Meppershall Clay Hills Landscape Character Area. These adverse effects substantially outweigh the benefits of the proposal and conflict with Policies HQ1 and EE5 of the Central Bedfordshire Local Plan (2021), Policies RC1, RC2, RC3 and RC4 of the Gravenhurst Neighbourhood Plan (2021), and Policies S5, S6, DP3 and N2 of the National Planning Policy Framework (2026).
2) Insufficient ecological information has been submitted to demonstrate the current ecological value of the site and to verify the submitted Biodiversity Net Gain calculations. In the absence of an up-to-date ecological assessment, the Local Planning Authority cannot be satisfied that the impacts of the development on biodiversity have been fully assessed or that measurable biodiversity gains would be secured. The proposal is therefore contrary to Policies EE2 and EE3 of the Central Bedfordshire Local Plan (2021) and Policies N2 and N3 of the National Planning Policy Framework (2026).
3) In the absence of an Archaeological Heritage Statement and supporting archaeological assessment, the Local Planning Authority has insufficient information to assess the significance of known and potential archaeological remains within the site, and the effect of the proposed development upon those heritage assets. The proposal therefore conflicts with Policy HE1 of the Central Bedfordshire Local Plan (2021) and Policies HE5 and HE10 of the National Planning Policy Framework (2026).
