Conditions or Reasons:
1) 1. The existing building is in a poor state of repair and it is not capable of being converted without substantial reconstruction, alteration and extension and an insufficient level of detail has been submitted in respect of the proposed conversion and extension works. The extensive works required would represent an inappropriate form of development, which is fundamentally unacceptable within the Green Belt, and for which no very special circumstances have been put forward to justify planning permission being granted in this case. The proposal does not override the presumption against such inappropriate development in the Green Belt. It would therefore be detrimental to the open rural character of the locality and visually intrusive in the landscape, which also forms part of the Chilterns Area of Outstanding Natural Beauty. It would conflict with the purposes of including the land within the Green Belt. Accordingly, the proposal is contrary to Policies 6, 10 and 24 of the Bedfordshire Structure Plan 2011, Policies NE1, NE2, NE12, GB1 and BE11 of the South Bedfordshire Local Plan and Policies NE1, NE2, NE11, GB1 and BE8 of the South Bedfordshire Local Plan First Review Deposit (and Proposed Pre-Inquiry Changes). 2. To permit the proposed development on land which is located in predominantly open countryside within the Green Belt and against a background of existing planning policies would establish a precedent whereby it would be difficult for the District Planning Authority to resist other similar proposals elsewhere in its area.
