Conditions or Reasons:
1) 1. The construction of a detached dwelling on this restricted and irregular shaped site which is situated within the Houghton Regis Conservation Area, would likely cause harm to the open character and appearance of the locality and the setting of that Conservation Area. The proposal is therefore contrary to Policies 10 and 13 of the Bedfordshire Structure Plan 2011, Policies BE5, BE6, BE11 and H2 of the South Bedfordshire Local Plan and Policies BE4, BE5, BE8 and H2 of the South Bedfordshire Local Plan First Review Deposit (and Proposed Pre-Inquiry Changes). 2. The proposal includes development in close proximity to the Houghton Brook. This will prejudice the environmental obligations of the Environment Agency, preclude the provision of an adequate buffer zone and preclude access for maintenance of the Brook.
