Conditions or Reasons:
1) 1. The site lies within the South Bedfordshire Green Belt and the proposal would therefore conflict with Policy 24 of the Bedfordshire Structure Plan 2011, Policy GB1 of the South Bedfordshire Local Plan and Policy GB1 of the South Bedfordshire Local Plan First Review Deposit whereby, within the Green Belt, permission will not be granted except in very special circumstances for development for purposes other than agriculture and forestry, mineral working, small scale facilities for outdoor sport and outdoor recreation or other uses appropriate to a rural area which preserve the openness of the Green Belt. No special circumstances have been established in this case. 2. The proposals would conflict with Policy 6 of the Bedfordshire Structure Plan 2011 and Policy NE2 of the South Bedfordshire Local Plan and the South Bedfordshire Local Plan First Review Deposit (and Proposed Modifications) which seek to preserve the high quality of the landscape of the Chilterns Area of Outstanding Natural Beauty and to resist development which would have an adverse effect on it. To permit this proposal would have an adverse effect on the landscape and natural beauty of the area and the proposal therefore lies at odds with adopted and emerging plan policy. 3. The proposals would conflict with Policy 7 of the Bedfordshire Structure Plan 2011 and Policy NE3 of the South Bedfordshire Local Plan First Review Deposit (and Proposed Modifications) which state that development which would adversely affect the character of areas defined as being of Great Landscape Value will not normally be permitted. To permit this proposal would have an adverse effect on the landscape of the area and the proposal therefore lies at odds with adopted and emerging plan policy. 4. The proposals would by virtue of their siting, size, mass and bulk have a seriously detrimental impact on the setting and historical character of this part of the Whipsnade Conservation Area and therefore lies contrary to Policy 13 of the Bedfordshire Structure Plan 2011, Policy BE5 of the South Bedfordshire Local Plan and Policy BE4 of the South Bedfordshire Local Plan First Review Deposit (and Proposed Modifications).
