1 )In accordance with Article 22 of the Town & Country Planning (General Development Procedure) Order 1995 (as Amended), the Council hereby certify that the proposal as hereby approved demonstrated the very special circumstances required for development in the Green Belt. By reason of size and siting the oil tank would not be visible in longer views hence preserving the visual amenities of the Green Belt and Conservation Area. The proposal therefore conforms with the relevant policies of the Development Plan (comprising the Bedfordshire Structure Plan 2011 and the South Bedfordshire Local Plan Review) and other material considerations do not indicate otherwise. 4 )Under the terms of the Control of Pollution (Silage, Slurry and Agricultural Fuel Oils) Regulations 1991, prior authorisation of the Environment Agency is required for the construction of relevant storage installations as defined by the regulations. Please contact the Amersham office of the Environment Agency on 01494 431331 for further details. Any above ground oil storage tank(s) should be sited on an impervious base and surrounded by a suitable liquid tight bunded compound. No drainage outlet should be provided. The bunded area should be capable of containing 110% of the volume of the largest tank and all fill pipes, draw pipes and sight gauges should be enclosed within its curtilage. The vent pipe should be directed downwards into the bund. Guidance are available from the Environment Agency website : http://www.environment-agency.gov.uk and in particular please see : http://www.environment-agency.gov.uk/commondata/acrobat/ppg02feb04_126893.pdf Underground or overground pipelines should be adequately protected against leakage particularly by corrosion. Underground chemical, oil or fuel storage tanks should be constructed of material resistant to attack by the substance stored therein and protected against corrosion. The tank vent pipe should be taken to a sufficient height to prevent an overflow taking place in the event of the tank being overfilled.
