1 )Whilst there is no fundamental highway objection to this proposal the land affected is actually public highway. As such the parking area has to be constructed to full highway standards and the individual spaces have to remain unallocated and available for use by the public in general. As such the applicant is advised that in order to comply with this permission it will be necessary for the developer of the site to enter into an agreement with Central Bedfordshire Council as Highway Authority under Section 278 of the Highways Act 1980 to ensure the satisfactory completion of the access and parking area within the existing public highway.
