)Wherever possible, refuse collection vehicles will only use adopted highways. If an access road is to be used, it must be to adoptable standards suitable for the refuse vehicle to manoeuvre safely around site. Typically, until roads are adopted, bins are to be brought to the highway boundary or a pre-arranged point. Waste vehicles will reverse a maximum of 15m to the point of collection.
Communal waste provision is allocated on the basis of 90l per week per waste stream per property; therefore we would provide 1100, 660l or 360l bins to be collected weekly. These will be charged at £350 + VAT per 1100l / £250 + VAT per 660l / £35 + VAT per 360l bin. Our waste collection crew will move communal bins a maximum of 10m from the bin store to the waste collection vehicle, providing there are suitable dropped kerbs.
Bin stores should be easily accessible from the main highway and it is crucial that the store is secure with a lock to prevent potential fly tipping issues. A lock code will need to be provided to the Central Bedfordshire Waste Services Team. The door used by the collection crews will need to be wide enough to allow for easy removal of bins from the storage area. A dropped kerb will need to be provided to enable easy manoeuvrability, access and egress of the bins. )1. The proposal does not include details of the proposed management of surface water other than it is stated on the public application form that it will be disposed of via soakaway.
2. As the site has been previously developed the proposal should aim to deliver betterment of the pre-existing flood management and surface water drainage regime.
3. We expect all new development to prioritise sustainable drainage principles and comply with DEFRAs national standards for SUDS (2015). We advise that all hardstanding areas are minimised and porous and/or permeable surfaces maximised wherever possible (for example private driveways and parking areas), and that a composite scheme of rainwater and/or grey water harvesting with overflow to soakaway be considered. The eventual design of this should be based upon BS6297:1983 (Soakage Testing) and BRE Digest 365 (Soakaway Design).
4. We note that there is no formal amenity space and the proposed car parking will include 'pockets' used for areas of planting. We strongly advise that the opportunity be sought to incorporate this space into the drainage scheme as part of the surface water drainage scheme to maximise amenity, biodiversity and water quality gains. For example bio-retention systems comprising of shallow landscape depressions can reduce run off rates and volumes and treat pollution through the use of engineered soils and vegetation, while also providing attractive landscape features that are self-irrigating and fertilising.
